Since the body is at rest and vehicle is in motion . so when brakes are applied , the vehicle creates the inertia of motion in the body and we tend to move forward.

This happens because of inertia. Every object tries to remain in the same state of motion, so if it is at rest (stationaery) it likes to remain at rest and if it is moving it likes to remain moving. When breaks are applied to bus, the bus will start slowing down, but because no force has been applied on the passenger, it will try to move with the same velocity as earlier, because it doesnt like a change in its motion (velocity). So natually the passenger moves at a higher velocity and the bus at a lower as breaks are applied, to the passenger falls in the forward direction.
