When carbon tetrachloride is used in reimer tiemann rxn?

For Reimer Tiemann , the carbene gerneration is extremely important, however I don't think KOH can generate a carbene out of CCl4 . Dichlorocarbene formed from tert butyl magnesium chloride with CCl4 and CBrCl3 has been detected by CIDNP. After the formation of carbene, it follows the same routeReimer–Tiemann reaction  , However I am still a little confused and will edit my answer if I see something new about this topic
