When a carpet is beaten with a stick, it comes into motion. But the dust particles continues to be in the inertia of rest and gets detached from the carpet.

carpets observe a lot of dust daily.dust particles do rest on the carpet.how ever when you beat the carpet , you are forcing the dust to move along the carpet.Due to the dust having interia , it does not move , or rather, it resist motion. that's why dust come out of the carpet when beaten with a stick.
