Its because the law of inertia of rest. The dust particle settle down on the carpet and don't move until a certain force is applied

when carpet is at stationary state then many dust particles stick to it and they remain for a longer time due to inertia. when external force like stick is exerted then the inertia lasts no longer and the dust particles come out.
