When CH3COOH is added to NaOH, the CH3COOH partially ionizes. The H+ ion reacts with the OH- ion to form water in a neutralization reaction. The Sodium ion is a spectator. The balanced equation for the reaction of acetic acid with sodium hydroxide is: CH3COOH + OH- --> CH3COO- + H20.

When HCl reacts with NaOH, the reaction is H+ + OH- --> H20. The reaction is essentially the same, but HCl fully ionizes, so Cl- is not in the equation.

An acid does not actually donate protons; it accepts electrons.
