Chlorobenzene is nothing but a chlorine atom attached to one of the six carbons in the benzene ring. When this reacts with KOH which is a base( and it obviuosly gives OH-) The potassium cation combines with the chlorine anion from chlorobenzene to give KCl salt and phenol ( aromatic alcohol- OH grp attached to the carbon in the benzene ring).
