When cl2 gas reacts with hot and concentrated sodium hydroxide solution, the oxidation number of chlorine changes from?

well the question only concentrates on oxidation state of chlorine in reactant site, it is zero.
Note that any diatomic gas having atoms of same element has O.S. always zero.
