When coal is burnt then there is a liberation of large amount of thick smoke. Smoke is a mixture of various airborne solid and liquid particles and various gases. Together these substances makes it very light. Being very light smoke rises high in the air and doesn't stay on the ground. Because lighter things comes over the top while denser stays at the bottom.
