When the comb is rubbed against the cloth the electrons move between the two, and the comb gets charged. Many of us have learned in school that like charges repel each other and unlike charges attract each other. The same thing happens when the comb is brought near neutral paper strips.
When the negatively charged comb is brought near the neutral tissue, the electrons on the surface of the tissue are repelled, giving the tissue a positive charge. The negative charge of the comb then attracts the positive charge of the tissue.
