When a common salt is added to water, it dissolves into its components molecules until as many salt ions as the water can hold are floating around the hydrogen and oxygen molecules. When this happens, the solution are "saturated".

When sodium chloride melts in water to make a saturated liquid there is a 2.5 percent decrement in volume. The interaction of the electrostatic range of an ion with liquid tends to regulate the dipolar water particles in the direction of the field. The solubility of salt does not diminish much with warmth. However, the salt should be in minute crystals or very granular powder.
