Initially, yes, as solid salt granules displace the water the total volume will increase.

As the salt dissolves, however, the Na+ and Cl- ions fit in the spaces and the volume returns to its original value. This is almost the definition of a solution.

In extreme cases, however, as in a sugar syrup (I don’t think you can make a salt syrup), the dissolved sugar does contribute to the total volume. So perhaps that is not really a solution.
