she said so in the introduction. she didn't have any friends and so she used a diary to write her feelings down, as paper will patiently imbibe all your problems without judging you.

Anne Frank says this because usually people don't bother to listen about one's feelings or happiness. That's why she wanted to write to get everything off from her chest thinking paper has a lot more patience than a person. She also felt it more comfortable as she thought sharing her feelings with a paper she won't get judged whereas, while sharing the same thing with a person she might be judged which would make her uncomfortable.
