MOM started orbiting in the specified orbit around Mars on 24th September 2014. That is the 3rd phase of MOM called AreoCentric phase.
MOM was launched from Surface of Earth on 5th November 2013, in the first phase called Geocentric phase.
It was introduced into a trans-Mars orbit after 25 days, in the second phase called HelioCentric Phase.

There is a master control facility MCF of ISRO (Indian Space Research Organization) at HASSAN in Karnataka. The Spacecrafts and satellites control is done from that (Satellite control center SCC) center after they are in the proper orbits.
