In 1862, President Abraham Lincoln issued the Emancipation Proclamation declaring “all persons held as slaves… shall be then, thenceforward, and forever free,” effective January 1, 1863. It was not until the ratification of the 13th Amendment to the Constitution, in 1865, that slavery was formally abolished ( here)
