It is a chemical change..

Na2CO3+H2SO4-Na2SO4+H2O+CO2..

Since CO2 is evolved and its colourless so its a chemical change..cause new substance are formed.

In a chemical change, a new substance is always formed. In this case, when dilute sulphuric acid of vinegar is added to washing soda a new substance is formed. The bubbles of a colourless gas which are formed are the new substances.
