When do two plates pf a capacitor carry unequal charges?

The plates of a capacitor can not be provided unequal charges. When both plates of a particular capacitor is connected with a DC supply voltage then one plate of the capacitor will connected to the positive terminal of the supply and another plate of the same capacitor is connected to the negative terminal of the supply .. The negative charges or the electrons flow takes place from the upper plate of the capacitor towards the positive terminal of the supply voltage due to potential difference we all know electron flow takes place from lower to higher potential.. so electron flows towards the supply terminal and makes the upper plate of the capacitor positively charged in nature..

In the other section the lower plate of the capacitor is connected to the negative terminal to the supply voltage so that case the electron flows from the supply towards the lower plate of the capacitor because of the same reason..and makes the lower plate negatively charged in nature ..
