We say that a body is retarding and decelerating when it slows down or when its current velocity becomes lesser than its initial value.
The body's deceleration depends on the amount of force applied to it and also the mass of the body and its acceleration and it is justified by the second law of motion of Newton.

We can say, a body is retarding or decelerating when the velocity/speed of the body shows a fall i.e. when the velocity/speed decreases.
Deceleration/Retardation is also known as Negative Acceleration.
It is the decrease in the velocity/speed of the body which occurs on applying an outside force.
