when do we say that election are fair

we say that there is election are fair because the candidates do any thing to win the election and the candidates forces to the people to vote me to win

we say the elections are fair when there are :

•No rigging ,
•No forceful voting for particular candidate ,
•No stealing of ballot boxes/machines ,
•No voter frauds like voting in place of somebody else .....
• and when every citizen of country which is eligible for voting , can vote.... ,,,then only the elections are said to be free and fair ...
