When do we say that elections are fair?

We say that elections are fair because one vote has only one value and people irrespective of caste, creed, religion, region has the right to vote.
Also the results of the elections is always not in favour of one particular party. Every time the ruling party changes. So we know that there is vote rigging or other is no cheating.
Another way to know whether elections are fair is to find whether people are Actively participating in the elections. In India the participation of people is very high so we know that elections in India are fair and free for all.
