when does a population become a human capital

Human capital is referred to human resource having the capacity to perform any work or provide labor.

When population is skilled and knowledgeable such that it can benefit the country economically with its ability then it is considered as human capital.

So, in simple terms population is considered a human capital when it reaps in economic benefits for a country with its acquired skill or knowledge.
