Short circuiting is a situation when Neutral wire ( having potential 0 volt ) and Live wire ( having potential of 220 volt ) comes in contact with each other....
In this situation path of the charges become small as a result resiatance offer by charges become low too...According to ohm's law :- I ( current )= V / R
for small resistance , I ( current ) flowing ina circuit become so large which produces lot amout of heat as Heat H = I square × R , This cause fire and damage to electrical appliances...

when the live wire and neutral wire comes in contact then the current in the circuit rises abruptly, then short circuit occurs.
