A lone pair of electrons are called also a non-bonding electrons. lone pair are

1- two electrons, which are existing in the valence shell of an element.

2- the lone pair of electrons of an element do NOT participate in forming a covalent bond between the atom of the element and another atom.

A negative charge means :

1- a pair of electrons, which are acquired from another element.

2- they do not belong to the valence shell of the atom.

3- the atom can donate this negative charge to form a covalent bond with a nother atom.
