Refraction occurs when light passes from a denser medium to a rarer one or vice versa.
The velocity of light (c) is different for different substances - it has relatively slower speed in denser mediums than in rarer mediums.
Hence 'due to the change in it's velocity while passing from one form of medium to another, retracing of it's path takes place.'
