When we wash clothes, our hands are exposed to water for a long time. Our hands behave as hypertonic solution and the outside of our hands behave as hypotonic solution. Hence, water flows from high concentration to lowconcentration. The water is not entering your hands, it actually leaves them and hence, they shrink.

Same way the skin of our finger shrink when we keep our hands in water for long time or when we do more work using water. The reason is, due to water our skin becomes slippery and loses its grip on anything. In order to avoid that the shrinks happen as a grip.
