When a volume of air at a given temperature holds the maximum amount of water vapour, the air is said to be saturated. Relative humidity is the water-vapour content of the air relative to its content at saturation.

Air is said to be saturated when at a given quantity of air, at a given temperature holds the maximum amount of water vapour (moisture). in simple words, air become saturated when it can't hold more moisture or water vapour. it has already reached the maximum limit.
and it's said unsaturated when it can hold more water vapour. it still haven't reached the maximum limit of holding moisture.
