When does the United Nations use the method of direct action?

When any circumstance has come which cannot be handled in a easiest way then united nations take the direct action which is required for any country who is suffering from that circumstance and which has become hectic.

These troublesome conditions should be handled in a proper way.

Direct action has been taken place by the higher authority of UN.

But it is required for few times not for everytime. It is mainly required for the time of world war.
