Strictly the answer is never. Velocity is a vector quantity whereas speed is a scalar quantity. One cannot equal the other. However speed can be equal to the magnitude of a velocity, and for the same object this is the definition of the speed.

Explanation:

When the Velocity is positive

The speed is same as Velocity

Ex_

when a ball is thrown upwards

It reaches its max height then It falls

This Falling will be negative velocity that but speed will be in positive

Hope u get it
