Uracil Replaces Thymine in the RNA where RNA has three bases similar to DNA which are denine, guanine and cytosine but the fourth one is Uracel instead of Thymine unlike in a DNA.

In RNA Uracil latches onto adenine as it compliments it.

We start to see Uracil replacing thymine when the DNA transcription process is initiated.
