When electric flux is zero then electric field is also zero why?

Zero flux might just mean the electric fieldis parallel to the surface. For a sphere enclosing an electric dipole, the flux is zero but not the field. If the charge (outside) is not been enclosed by thegaussian surface the net flux will be zerobut electric field exists.
