When electricity is passed through water, hydrogen is evolved at cathode.  Water molecule is formed by two elements i.e., one negative Oxygen ion and two positive Hydrogen ions.

There is electromagnetic attraction between the two ions. Therefore, the water molecules are held together. However, when electricity is passed through water via two electrodes, a cathode and an anode, the former is negative and the latter is positive electrode.  The ions are attracted in the direction of the oppositely charged electrode.
