when electricity is passed through water, bubbles of oxygen and hydrogen are respectively released at electrodes connected to positive and negative terminals of a cell?

Oxygen is negatively charged in ionic state. So it is attracted towards the positive terminal , that is, the anode. Hydrogen is positively charged in ionic state . So it is attracted towards the negative terminal ,that is, the cathode.
