This remark was given by Austrian Chancellor Duke Metternich. It represents the situations that happened that time.

As France gets any revolution in it, it spreads to other parts of Europe.

Example - Napoleon started to take whole Europe under his control. Therefore it ignited revolution against monarchy in many societies.

Also, first revolution started against monarchy was started in France against Louis XVI and from there it spread to Britain and other European countries

Metternich said this and he meant that whatever happens in France, affects the rest of Europe. Since the 1st French revolution of 1789 and the theories of French philosophers sparked off nationalist sentiments throughout Europe bringing about a greater revolution for liberalism.
