This beautifully framed statement has a deep meaning. It says that whatever reaction has been down on France, acts upon the rest of Europe as well. If rebellions break out in France, they act upon the rest of Europe as an inspiration which leads to the people revolting.

For example after the events of 1830 in France when the Bourbon Kings were overthrown and a constitutional monarchy was set up, Belgium also broke away from Netherlands and Greece claimed independence from the Ottoman Empire.
