The sun and moon attract the earth. Although the moon is much lighter than the sun, the former being much nearer to earth, the moon attraction is much more. On the solid surface of the earth, the attraction is not noticeable as solid objects are more rigid.
But on the water surface of the sea, the effect is noticeable in the form of rising water. On the surface nearer to the moon, when the sun, moon and earth are aligned due to the attractive forces in the same direction, high tides are formed. On the surface away from sun and moon, low tides are formed.
When you're in one of the bulges, you experience a high tide. When you're not in one of the bulges, you experience a low tide.
