As you can see most of the water your pour will continue it’s downward trajectory and end up somewhere in the bottom/middle of the cup. This pushes up the water that was already in the cup, which will flow over the top edge and out of the cup.
Of course some of the poured water ends up towards the top surface of the cup. So if you pour close the the edge of the cup it will likely be among the first to overflow.
However for the most part the water spilling over the top is water that has been at rest in the cup and is being pushed up by the water just now entering the cup.
