The heat up welling around the pan keeps the air warm enough above the pan that the steam doesn’t start to condense and if it isn’t condensing in the air you can’t see it. After you turn the heat off the room air flows over the top of the pan and starts to condense the steam and you see the fog. I remember my dad telling me in the navy long ago that when they were searching for steam leaks on the ship they would walk the deck waving a broom in front of them and when they found a leak they couldn’t see the high pressure steam would cut the broom off before they walked into it
