A body is said to be in motion when its position is changing with time with respect to an observer.so it is relative and based on relativity principles.
example:Imagine that are traveling in a car and a man outside standing on the road and you can see that the man was going away from you when you cross him.In this the said to be in motion because his position is changing with time according to you.And you will be in motion with respect to the standing man
