An element has a charge positive or negative when it gains or loses it's valence electrons.
(Valence electrons are the electrons present in the outermost shell).

When an atom as 1,2 or 3 electrons in its outermost shell then it loses them to get stable. This removes 1,2 or 3 negative charge from it but as we know that number of electrons= number of protons and here electrons are removed while we still have positively charged protons in the nucleus. This gives the element a positive charge. Metals are the ones that have positive charge.______________________________
For negative charge, electrons are added to the outermost shell of the element having 5,6 or 7 electrons and hence they get more negative charge than positive ones. This gives them negative charge. These are generally non-metals.
