Although, as mentioned, in the United States, governors can order flags to be flown at half-staff from all public buildings in their state, it's not as common to see state flags flown in such a manner unless they are the only flag on display. Most often, it's only our national flag which is lowered; however, if a state flag is flown nearby, it should also be lowered. There should be no flags of any kind flown above the US flag - on US territory. Obviously other countries have their own traditions.
