HELLO.....
No Confidence is a Motion which is passed in either House of the Parliament, it is actually a way by which the Parliament keeps a check over the Ministry.
The Council of Ministers, with Prime Minister at their head, is collectively responsible to the Lok Sabha. This means, that they sink and swim together. When a single Minister (or the Prime Minister himself) loses his confidence to the Lok Sabha, the Lok Sabha passes the No Confidence Motion. As a result, the whole Ministry has to resign.
In this case, the Rajya Sabha is inferior to the Lok Sabha. No Confidence motion can also be passed by the Rajya Sabha, but in Rajya Sabha, if it is passed, the ministry need not resign. It is only passed to bring to fore the inefficiency of the government. However, if it is passed in the Lok Sabha, the whole ministry has to resign. Re-election has to take place and the President needs to invite the leader of major political parties in the Lok Sabha to form an alternative government at the centre.
Hence, the short answer is:
No Confidence Motion is passed when the Members of the Parliament thinks that the Ministry has done a fault which cannot be repented, and the whole ministry is responsible for it. No Confidence Motion is also tabled to bring to light the inefficiency of the government and to keep a check on the powers of the Ministers.
HOPE MY ANSWER IS SATISFACTORY...
Thanks!
