When is the value of gravitational acceleration is negative?

never, as it is a constant defined as magnitude of acceleration during a free fall. However, to determine whether the direction of the acceleration vector in free-fall is positive or negative.
There is no hard and fast rule which direction is negative and which is positive. You can take any but here is the catch if you take acceleration in upward direction as positive then you must take downward direction as negative and vice versa.
