Roads in the city don't absorb water whereas soil in the forests absorb water. because forest act as a natural absorber of water. The rain water does not hit the ground directly it rather hits the ground slowly. Thus it seeps through the soil.So in this way forest prevents floods.

Explanation:

It doesn't happen in he forest because in the forest there are many trees and they have their roots deep into the ground. When it rains heavily the soil which is there absorbs all the water and this is used by the trees and the left one is what the ground water. That is why we all are said to grow more trees because when there are more forests the flood control is possible.
