When oil floats on water the surface tension of water?

because the density of oil is less than the water who answer the question

☆ When oil is added to water, it disrupts surface tension because hydrogenbonds cannot form with the oil. However, it does not really change the surface tension of water because oil is not soluble in water. Only when a solute is added to the water can its surface tension change.
