This is because of the pupil of our eye, the pupil's size is controlled by the iris. So, when the light is bright, the iris contracts the pupil and allows less light to enter the eye. However, in a dim lit room, the iris expands the pupil in order to allow more light to enter the eye, this takes some amount of time, and so for that amount of time we may not be able to see things clearly in a dim room.
