Visible light has a wavelength of about 1 micron. That is a scale much larger than an atom, but still at a wavelength and energy level where the electron that will absorb the light are tightly coupled to atoms. This is why we get colors and strong interaction with material, because at that wavelength the light is accepted by the electrons in atomic or valence bands. So what happens is light is absorbed by a brick electron, the brick electron raises up in energy then collapses back down, emitting another photon that we see. The color of light reflected is a function of the chemical structure of the brick, or wall or whatever.
