Hey Friend

Its a question base on the concept of moment of Inertia. Its is bacause the distance decreases between the centre.

this is basically because of conservation of angular momentum

L=m×v×r

m is mass of the body
v is it's velocity
R is distance of the centre of the body till it stretches

now as L is constant r is inversely proportional to v

therefore if your legs are stretched your velocity will be lesser
