An individualperson can DIRECTLY file a case in theSupreme Court only for enforcemnt of his fundamental rights and such case can be filed in the form of a writ petition under Article 32 of the Constitution of India. If it's a criminal case, no, criminal casescannot be directly filed in the High Court, unless it a bail petition under sections 438 or 439 of the CrPC or a revisional/quashing application. All writ matters are filed directlyeither in the High Court or the Supreme Court.
