When someone learns other than mother tongue, it is purely based on his practice.

Not only a new language but when we learn something new then it is totally depended on our learning skill that is how should we learn it. Learning of many language is common nowadays. Mother tongue is easy to us because by born we start thinking on it.

Here we can state the people of India. There are many languages in our country and mostly we find people here know 4 languages that is his mother tongue(Common in state), English(International mother-tongue), Hindi(Mother-tongue of the country) and the languages of the neighboring states. Again there is variation can be found in the same language from district to district within the state. And very often we found that local people as well changing their terms from district to district.

Now among them we get some people that except the mother tongue they don't know any other language. Some people knows English and his mother tongue well and others a little. Some people knows his mother tongue, English, Hindi well and others quite good. And some people knows all the languages very well.

Then, should we say that the person who knows all the languages very well is very very talented and the person he knows only his mother tongue is very dull? The answer is no, never, we can't judge anyone's talent by his language skill. It is totally depended on that how much time he had spent behind any language, how mush he has practiced it, how much he feels comfortable on it, how much he was eagered to learn it and how much he had thought in that language. Even we don't know all the terms of our mother-tongue.

The last conclusion is that, practice makes a man perfect, how much we should practice we should learn that much. There is no limit of learning.
