No I m not agree, it is a physical process because the chemical makeup of sugar is not changed.

No.It is a physical change not chemical change.
Since water is a liquid, it's intermolecular force of attraction is somewhat less than solid.So there is gap between molecules .Sugar molecules occupy the space in the gap between the water molecules.
So it is just a physical change ,
we can observe purely that there is no change in chemical constitutions.
