Water is a liquid. The interparticle space in liquids is less than that in gases and more than that in solid;i.e they have between them free spaces. When sugar dissolves in water the small crystals of sugar take up the space between the water particles and thus the volume of water does not increase.

When sugar is dissolved in water then the level of water does not increases because water is a substance which have intermediate intermolecular force of attraction and intermediate interparticular space.Due to intermediate interparticular space the dissolved sugar particles settle down in the interparticular space between the particles of water.Due to this the water level does not changes and sugar particles disappeared.
